Skopje, September 25, 2024 – At Mother Teresa University in Skopje, the regular seminar on the topic of CURRENT LEGAL CHALLENGES IN INTERNATIONAL HUMANITARIAN LAW, with the Austrian guest lecturer, former Brigadier General Mr. Karl Edlinger, started.
The seminar was opened by the Rector of MTU, Lecturer Izet Zeqiri, Ph.D., on behalf of the university staff and students. The Rector welcomed the Ambassador of Austria, His Excellency Mr. Martin Pammer, for participating in this three-day seminar, and he also expressed his gratitude for the great interest of those present in the discussion with participants from various institutions from the country and abroad and wished them luck and success in the upcoming seminar.
Rector Zeqiri emphasized in his welcoming speech that this seminar, apart from its theoretical character, will also be useful to all participants in the exchange of different opinions in the field of law, the purpose of which is the protection of individuals in times of war and conflict, as, today, the world is facing new challenges, which require our joint attention and commitment.
“These developments require a joint global approach to ensure that technology is used in accordance with the norms of international law. It is not only the duty of lawyers and legal experts but also of the entire international society,” stated Rector Zeqiri.
Ambassador H.E. Mr. Pammer, in his speech to the audience, thanked the management and the entire university staff for the deepening of the mutual cooperation, especially for the organization of the seminar, which aims to advance the knowledge of International Humanitarian Law and to instruct attendees during this three-day seminar about the rules of International Humanitarian Law they encounter in their daily work.
The participants of the seminar were to be able to analyze a conflict situation in relation to international documents, understand the legal framework, and evaluate actions and behaviors in armed conflicts in terms of their compatibility with International Humanitarian Law.
The three-day seminar was initiated by the German language teacher, Lecturer Izer Maksuti, Ph.D., as well as the moderator, Lecturer Aleksandar Petkovski, Ph.D., accompanied by the panelists, the Vice-Rector for Science and Research, Lecturer Bekim Fetaji, Ph.D., as well as the Vice-Chancellor for Education and Student Affairs, Lecturer Fati Iseni, Ph.D.
During the three-day seminar, various means and methods of war are to be discussed, including current challenges (war in densely populated areas, rights and duties in situations of occupation, cyberwars, autonomous weapons, artificial intelligence in armed conflicts, etc.), as well as individual and command responsibility in armed conflicts.
